I live in an apartment so my two boys are indoor cats but I do let me onto the balcony for some fresh air. What I find tho is that I have alot of potted plants on the balcony and they like to dig up the plants and poop in the soil *which is killing my plants*...How can I get them to stop it but continue to let them on the balcony?? I have tried planting dogwood, orange and citrus plants and even spraying citrus oil around but nothing phases them.

Go to the hardware shop and buy a bag of the bigger river pebbles and put them in the top of the pot.

That's a good idea!
I'd also suggest to put a litter tray out there for their use.

Both of the above would have been my suggestion...
I hope your balcony is also not too high up and is really safe - hope you don't mind me mentioning that - many cats have been seriously injured or died after falls/jumping from balconies.

A long time ago, i lived in a unit i had a lovely balcony with 3 coco palms in large pots, they started to die, I found my Himalayan was peeing in the dirt :-( So i bought large pebbles and put them in the pots and he never went there again :-)
